The only remaining city of the great empire brought to ruin in the Cataclysm, it is inhabited by several tribes who pledge blood-peace and watch the blasted lands to the south. For some reason, the undead seem less interested in the Windy Plain. The orcs show no mercy, and actively patrol the border. Howling Halls is the ONLY city the tribes could call a capital; an ancient metropolis that gets it’s current name from the fierce winds that blow through the jagged remains of the taller towers – the howling can be heard late in the night. Currently emissaries from the Dragonlord have threatened to take the city unless they convert and worship him. To shed tribal blood inside the walls for any reason is punished by death-by-exile into the Blasted Lands.

Blackharbor

Ruler: Draevus the Mad
The only harbor west of the empire aside from Riverhaven, it is also the only port that has ships willing to ferry passengers to the Barrier, an island of wizards and warlocks to the southwest. More a collection of shacks, shanties, brothels, and dives, Blackharbor has a sinister reputation for rough types; human, orc, gnoll, and other monstrous species mingle freely; the close proximity to both barbaric human and orc tribes who benefit from trade (smuggled goods) coming in and going out also toughens the locals. Draevus himself supposedly owns a fleet numbering in the many dozens of sleek marauder ships and is a very rich man.
